Scouted ratings are not included in the SQL dump, so the recommendation for these leagues would be to turn the ratings off in StatsLab (the admin screen lets you decide how/if to display ratings). You can still draft players using the util, but if you don't have feeder league stats, GM's will need to determine who they want using OOTP in conjunction with the util.

Actually, there are a couple things not working in OOTP11. For example, last sim isn't working correctly. You can see an example here:
