I haven't really seen the problem in 11 even with feeders, as long as there are not too many feeders. Now having a good number of even decent starters is another story. There are plenty of minor league filler starters but few who have a chance to make the majors. Also note the AI really drafts position players hard first and SP with a pretty high priority. One of the reasons it seems like you have a lot of MRs is because the position players and SP tend to go in higher rounds.

If you want a SP that has a shot at the majors you need to draft him 1 or 2nd round. After that scrubs are mostly left. You can wait longer to get a closer/MR that is top notch but I think that is more because the position players go very fast too.
