I did notice that even if the teams were not tied, the bug would occur, but only if the division leader had less points than the 8th place team. If the teams were tied, and were above the 8th place playoff line, you would get the odd seeding like you see in the graphic above - not the 3rd seed but either the 7th or 8th seed.
