I'm afraid you can't automate just this one thing. It's all or nothing as far as the AI managing your minors. However, one thing that might make it easier is this, a minor league coach is more likely to sign an extension if you offer before his contract runs out. That way you can hold on t0 the coaches you have rather than constantly replace them.
