League Constitution Highlights

1. Each GM is it’s own owner. When a GM leaves, the team folds.
• Teams will fold only after there’s 2 GM’s that leave. The league office will keep the team competitive and will try to sell the team.
• If an owner takes over a vacant team, he may elect to keep the team or fold it for an expansion team if a second Owner folds.
2. New Owners will submit their stadium plan and field dimensions when they join the league.
• Capacity will begin at 35000.
o Capacity may max out at 55000. See Stadium modification rule.
• The 6 park factors that can be modified are RH AVG, LH AVG, 2B, 3B, RH HR, LH HR
• Factors must fall between 0.750 minimum and 1.250 maximum
• Total of all factors cannot deviate more than 0.5 from the norm of 1.0 for all factors. (i.e. all factors combined equal 6. Total of modified factors must fall between 5.5 and 6.5)

3. New Owners will submit team names and announce their minor league affiliates upon league entry.
• Team names may be changed at any time, but only once per season
o Minor leagues will get random generated park factors. If the team is moved, the park factors will be randomized again
o Your major league stadium will follow you.
4. Draft is 20 rounds
• The number of players that are created for the draft will remain relatively the same each season, regardless of how many teams fold or if the league expands.
o The baseline will be enough players for 16 teams.
o This is done to ensure each draft will have about the same talent pool even if the league size is reduced for a few seasons.
• There is one league that will feed into the draft pool, the Armed Forces League
o There will be enough players created in the ML draft to have the undrafted players join this league to continue their development.
o Players that finish a tour in the Armed Forces league are eligible for the draft even if they joined after having minor league experience.
5. League Structure
• 2 Sub leagues of 8 teams each.
• No interleague games or DH
• Play offs will have the league winners with a first round bye. The wild-card round will be one game. Home field will go to the top seeded WC. The league and championship series will be best of 7. Home field will go to the league winners and the winner of the All-star game series.
• Minor levels are AAA, AA, A, and Rookie. All leagues play full 84 game seasons, except rookie(90 games).
6. League Financials
• The league office negotiates media contracts and each team receives an equal share.
• Revenue sharing is set at 33 percent of income
• Ticket prices are set by the league office and cannot be changed. Visiting teams do not get a share of gate receipts.
• Salary cap is set at $2,000,000.
• There is no player arbitration, but players are eligible for free agency after 5 years of service.
• Contract extensions are NOT allowed.(subject to change with vote)
o Because players get paid the minimum salary for their first 5 years, they are given maximum control after 5 years of service and will let the market decide their salary.
• Players may be bought from an independent league
o Bids will begin at $50,000 and will be placed in the indy league forum.
o Teams may outbid and all bids may continue until the export deadline.
7. Stadium Modification Rule
• At any point during the season, and up to the beginning of preseason, Owners may submit stadium expansion plans and/or park factor modifications
• All stadiums will begin with a capacity of 35,000. Owners may expand their stadium to a max capacity of 55000.
• There is no limit as to how many or few seats may be added. The price is $500 per seat
• Changing park factors affects how many seats are available. An owner may change their factors at any time during the offseason for a cost of 1,000 seats. Park factors may be changed using the same parameters used during initial park creation.
8. Roster rules
• ML will carry a 25 man roster. Rosters extend to 30 players on September 1st.
• AAA will carry a 26 man roster with no age restrictions
• AA will carry a 26 man roster with no player above the age of 26
• Single A will carry a 30 man roster with no player above the age of 23
• Rookie league will carry a 35 man roster with no player above the age of 21
• There is no secondary roster rule
• Owners may change the cosmetic details of drafted players(not including the AFBL) as long as they write an article about that player.
o Changes may include name, face, hand, number, and birthday(within same calendar year). The commish has the right to deny a change if there are signs of abuse.
o The purpose of this rule is to improve immersion by adding friends, family, and ect. Changes are not allowed to reflect a real player unless it is a personal request.
