I believe the game should be able to allow you to have a scouting mission to a certain country.

Example: You want to scout Zimbabwe because you think you could get a good prospect from there. So you go to your scouts page and there's a button somewhere that says scouting mission and you can choose that country.

Also, the amount of your scouting budget you give to international scouting will affect how many missions you can go on and where the missions are.
