The easiest way to do this is to change the draft pool reveal date. Go to Game Settings, then League Settings, then Rules, and set the date to an earlier date. Sim the league up to that date. When the draft pool is revealed, you can mass delete all the draft-eligible players. Then go back to Game Settings, League Settings, Rules, and change the draft pool reveal date back to its original date. Once you sim to that date, then new fictional players will show up in the draft pool.
