You'll have to do it manually at the end of each season. Go to League Settings, then select functions. You'll see a choice for "Edit League Structure". From there, you'll see a drop-down box marked "Move Team To.." and you can use that to select the new league for your promoted and relegated teams.
In the top right of that screen, you'll see a drop-down box where you select the league you're going to modify. And you'll want to rebuild the schedule to make sure the new teams in the league get put on the schedule. "Edit League Schedule" is also a choice on the Functions page.
