think that's the app settings of ootp not a league. from main splash screen once you load ootp, select settings or game settings whatever it is called.

not sure which tab.. only a few so you can find it quicly by reading through them in moments.

hmm that may only be related to "while simulating" but worth a look.

second though: have you changed window size or resolution since the change occured? it may be a matter of availabe screen space. on other pages the ui does change due to window size -- like rosters and transactions or front office screens.

i think my standings remain during playoffs and offseason, but i really am not 100% sure... if that's the case you figure it out by next april,lol.
