Well, this isn't my wheelhouse, but a few thoughts:

1. When editing ballparks, the fence distances are just cosmetic. It's the ballpark factors that affect home runs. So, you could set the fences to 10 feet and it wouldn't increase the number of HR allowed. Not very intuitive, but IIRC, the park factors have existed forever. The distances were added later when PbP and customization of ballparks came into the game.

2. I'm sure you've looked at this before, but Movement is the one rating that most directly affects HR allowed. In your case, you should be looking for pitchers with as high a movement rating as possible.

Beyond that, I'm not sure what advice to give.
