With junior scouting's a little easier, since you can focus on one part of Canada. Basically, hire as many scouts as you can afford, and use most of them to scout players eligible for the upcoming draft(s). You'll want somebody in Europe for the import draft, but that's a big area to cover effectively, so you may want to have your guys focus on a couple of regions.

You can get an idea of whether or not your scouting is adequate by watching the scouting levels of players eligible for the upcoming draft - ideally, get as many up to A as possible.

If he's rated highly at coaching both forwards and defencemen, it won't hurt to use the same guy in both spots. There's not too much of a difference in relative importance of the speical coaching slots.

The AI does value overagers lower, yes, so if you're a contender you can probably grab one relatively cheaply from a rebuilding team at the deadline.
