If you're playing as General Manager-only, the coaching-related settings like Setting Lineups & Tactics are automatically delegated to your head coach. To change the head coach, you'll need to fire the current one - on the Staff screen, right-click his name in the list of staff (in the middle of the page) and choose Release Head Coach. Your owner may not allow it if it's early or the team is doing well, though.
