One of my strategies for a plan like this is to go for quantity in later rounds. I will look for pitchers that have talent in 2 places (Stuff/MOV) but lack in the third and try to grab 5-10 a draft. I do my best to fill my minors with them so they get innings and I get volume odds of one of them getting the POT bump or two that will make them MLB talent. I am really just trying to up my odds of running into some good luck.
