Do you mean Rule 5 Draft?
If so, if you take someone in the draft you have to keep them in the majors, on the 25 man roster, for the season.
The idea behind this is in a highly talented organization a player who could be in the majors on many teams might be stuck in the minors. Rule 5 gives that player a chance to make the majors. Don't take anyone unless you're sure you want him on your major league roster.
