Is it a bug to be able to pull duplicate cards from within the 6 starter packs?

For the first two teams I set up, I opened the starter packs prior to opening the 2 reward Gold Packs. Both of these teams have exactly 1 duplicate card, but one was acquired from a reward pack while the other's acquisition went unnoticed (and while it is unknown, I assumed it was also from a gold reward pack).

For the third team, I opened one of the Gold Reward Packs first before clicking the 'next pack' button which cycled through the 6 standard starter packs before ending with the 2nd and final gold reward pack. This team ended up with 3 duplicates after all these packs were opened. While I do not know which packs produced the two Live Rogelio Armenteros cards, the two 1990 Snapshot Willie Randolph cards and the two 1957 Unsung Hero Roberto Clemente cards were all pulled from the 6 standard starter packs. The two Gold Packs played no obvious role in the acquisition of these duplicates.

If this is expected behavior, then feel free to delete this post and/or thread. However, I suspect that this may be a bug, possibly tied to the opening of a pack prior to the 6 standard packs.
