Actually not always,
If you have opened the person's profile before he had a FaceGen you will need to either A) go into the editor and use the auto reload picture option under picture functions or b) Go to team settings and go to modify team colors, logos and textures and click request pictures update.
Also, if you choose to not wait for the official FaceGens from OOTPDev..
