I just bought v21 and wanted a separate Negro Major League and I think I have cracked the code on it. You start in 1920 and make sure you are using Negro League Rules. You can then elevate the Negro League into a Major League and I went ahead and deleted the majors and the Texas League. I was left with all the current Cuban players from 1920 as free agents. I was then able to set the league in pretty much any way I wanted financially. I just used the major league 1920 presets. Now I haven't played through, but I am assuming that since all the Cuban players automatically became available that when the season switches over the correct rookies for the next season will be assigned to the teams (I disabled the draft). Thus far the Negro League rules seem to be covering a lot of ground to make this work. Maybe someone who has been down this road has more input, but so far I am impressed. It took some experimenting to get this far, but so far, so good.
