Yes. Ratings are a peek at the underlying projected statistics for the player.

Yes. Players follow an aging curve.
They increase to a point, plateau, and decline
Not all the same, and other factors contribute

I believe it is accurate
However, different rating systems have more or less precision.
The star scale, for example, is not as precise as the 100 point system
