Great players getting signed by indy teams

Hello,

Recently bought OOTP 21 after using FPS Baseball 96/98 for many years and I absolutely love this game. I'm so addicted. Figured out pretty much what I wanted to thus far but had a quick question that I hadn't been able to solve.

I started a historical league starting in 1984 and taking over the Cards with an inaugural draft. Everything was going great. I have scouting turned off but pretty much everything else I think is fairly standard as far as I know.

Randomly in August of 1984 (and to a lesser extent August of 1985) some MLB teams have found really good 17-18 year old players on unaffiliated minor league indy teams (Utica Blue Sox, Helena Gold Sox, etc) and I can't see them on those teams prior to them signing.

For example: An insanely good 17 year old Larry Walker showed up in my transaction report in early Aug. as being signed by Baltimore from Utica (where he did actually play in 1985). I check these indy teams regularly and swear he never appeared in their roster list at any point. Same thing happened with John Jaha he signed with Helena and then Atlanta on the same day lol.

If I have scouting turned off, how are other teams finding these great projectionable players that I can't see? I am checking these indy teams everyday now and in 1985 a potential 3 star player that definitely was not there was just signed to a MLB team from another indy team. It feels like a disadvantage if I can't see the same players the CPU can if scouting should be off for the whole simulation. I've taken to manually just taking away a first round pick from that team if they signed someone like Larry Walker for example to keep it fair.

Thanks and thanks to the OOTP team for putting out such an amazing product. I'm totally losing sleep every night playing for hours before I realize what time it is. Lol.
