We have a longer PT server maintenance than usual today, so the league creation will be postponed. The regular league start should not be affected by this delay.
Tournament servers will pause the simulations at around 10:50 UTC (2:50 PT, 5:50 ET) until the maintenance is complete.

Edit:
11:16 - Tournament servers are running again, the pause will be delayed.
13:30 - Tournament servers paused, beginning maintenance
13:40 - Maintenance complete, all servers running
