• Packs should guarantee a certain minimum total of OVR points - say, Standard 330, Gold 375, Historical 390, Diamond 425. And should there be Silver packs? Say 360 minimum and a guaranteed silver?
• The PT universe should be segregated into 4 quadrants.
  • Quadrant 1 - FTP - no teams allowed that have spent any cash on PP's.
  • Quadrant 2 - FTP and "theme" teams - Single franchise entries, entries linking 3-5 franchises, etc. Good for "fun teams" for the guys running one team with cash, or tourneys, or a challenge mode theme.
  • Quadrant 3 - $100 per team limit - Once you spend more than $100 on PP's you get bumped to Quadrant 4.
  • Quadrant 4 - anyone can volunteer, but once you go in, yo can never leave. And if you spend over $100, you're in for good.
