Yes. Ignore the Sabermetric PCMs (leave them at 1.000).
Set your best league to 1.000 and the weaker league(s) as a percentage of that. So if you want one league to have players that are 80% as good, set the PCMs to 0.800. You also don't need to change all of them, for instance you might want to leave pitcher stamina or speed to be the same for all leagues.
You can experiment with test leagues to get the balance you want. If you had 3 leagues, try 1.000, .800, .650 and check out the best players in the lower leagues using the Ratings Relative to button on the player profiles.
