Question 2, 3D stadium makers may do requests but making a new stadium is a long process. Many stadiums have textures you can replace. This applies only to the non-ootp made stadiums. They must have a textures folder, ex. Armour Field_Textures. I copy the original folder and rename it to my team's name. Ex. Armour Field to Blue Knights Field. I then replace the old images but keep the original name. Assign the new stadium and verify in-game. This way I made stadiums that had local advertising and era appropriate ads. Only images in the textures can be easily edited. Some elements of the stadium may be team or city specific and these stadiums probably can't be used in other cities. These would need 3D editing.
Question 3, that's a question for the 3D stadium modders. I would think the time of day should trigger the lights to turn on. Maybe somebody hit the switch too early.
The best way to learn how to improve your graphics skills is to try it yourself. Always backup original files. You can't screw up that way. YouTube and the interwebs has multiple tutorials and hints to help with the graphics program you prefer. As you know, this site has many willing to help. Take your own advice that you gave to CD and try it your self.
