My hopes are that with the recent advent of the Negro League players being much more recognized, is that the NBL database gets a bit of an overhaul for OOTP 23. Only time will tell.
There is a workaround via cloning and manual editing, but it is mighty complicated and the game still tries to bend these players to its will. Check out my Bucs save via the signature below to see NeL players deployed in an unsegregated MLB setting from the off (well, 1909 to be precise). It has 5-yr recalc on. All of these players are cloned and manually curated by me to varying degrees. The Eclipse League is for want of a better description a Random Debut NeL / MLB hybrid in which no white players are involved. But in this save only dev is on, not recalc.

So these things can be done but it involves a heck of a lot of planning and tinkering. I, too, hope OOTP addresses this in a satisfactory way ASAP so this is unnecessary.
