Not with those percentages because the player intakes for drafts doesn't allow you to pick by state/city but you can set the league to be part of a region and it'll only generate players from the southeast/mid-atlantic or whatever US subregion you pick. It'll get trickier importing non-local players, but you can probably use international free agents or established international players feature to bring in non-locals?

Not in a custom league, no. The most inelegant way to do it would be to create a dead league where these teams could be moved and then you could bring them back when you're ready for them, the dead league wouldn't have a schedule and you could clear it so it doesn't play any games. Barring that, you can just transfer the franchises akin to real life irrespective of the history, if the teams aren't going to be around that long, it's probably not worth the hassle anyway. (Like how OOTP has the Yankees connected to the original Baltimore Orioles even though they're not considered the same franchise in the record books.)
