To my knowledge, this is not supposed to happen, even when minor leagues are enabled. I believe it rarely happens; but I do seem to remember it occurring one time in a past version of OOTP. So, I'm hoping it is something easily fixed. I could be wrong, but I've always thought this was the intention: no minor league releases, or FA signings, or trades. Completely setting aside the much larger scope of "making sure historical transactions work seamlessly with historical minors" I think this particular issue is worth investigating as a bug.
