I don't think we even need everyone friended for things to work well, just as long as there's plenty of overlapping/crisscrossing. I believe that non-mutual friend listing is what causes the bulk of the problems, and sometimes randomly splits levels into multiple leagues.

You're being kind to the devs. The fix is that the Friends List needs just a little bit of attention, and perhaps a few lines of code. It could easily be a little tighter, and I don't think your filter suggestion is too much of an ask, either. Given the current problems and the new landscape, I can't see any improvement coming.
