Below - from another thread - may sorta-partially address the part about the leagues that included & not included in OOTP... A gamer had asked why the Hilldale club was not included in OOTP. A fair question...

So it's not so much that the Hilldale Club is not included; rather, it's that the leagues in which the Hilldale Club played are not (yet) included in OOTP (except for 1932). I can tell you that many additional player-seasons are available in the minor league player database for Hilldale (and other teams), so it's possible it could be included at some point.
I have no significant inside knowledge, however my hunch is that once OOTP further tweaks NeLg player ratings - an ongoing effort, I believe - to where NeLgers can perform "to expectations" both in a segregated and non-segregated OOTP worlds, then it's more-likely that some add'l leagues/teams will be included.

As most of us know, OOTP includes the Negro Leagues as part of its minor league module. This is line with how OOTP treats the Federal League. And - without getting into a debate on how OOTP should treat Negro Leagues - just because MLB has declared that they are to be given major league status, that probably shouldn't change.The reason I say that is because OOTP's minor league module
already handles - near-
flawlessly - massive league and franchise changes, relocations, foldings, startups, whatever... And so - assuming the data is available and that OOTP can get over the hurdles on accurately rating NeL players (my understanding is that this is underway and big strides have been made), there wouldn't otherwise be any obstacles to including other NeL's, such as the Eastern Colored League, Negro Southern League - and one-offs such as the 1929 American Negro League.
There were also many years - especially in the 30's - where there were a bunch of historically-significant
independent Negro teams. These could - for OOTP purposes - be rolled into a "Negro Independent League" simply to get them into the game. Provided, of course, that the player data exists...
