To clarify, you started a Historic game in 2016 or 2017 and manually set up an expansion round, correct? Each existing team can protect a certain number of players (and some are not eligible for the draft based on their years of service), and then the draft should occur. And the selection should be, if defaults are used, a bunch of 20-25th man of the roster types, a few high salary guys the other teams hope you take, some folks that are age 24/25 that weren't shielded due to protection list limitations... that's how it generally is anyway...
None of the young great players of today would be eligible for such a draft because back then they still had less than 4 years of service time and ere exempt from being picked off by an expansion club. They might be in the amateur draft that year and there is a toggle to lt expansion teams pick first, so that might net you a few.
But from your post, I'm not sure what ywar the game is in and the set-up of the draft you put together. Post some more detail and the community will try to assist.
