Not sure what kind of league you are looking for, but the simplest way to get Negro Leaguers in your game is to use the Historical Wizard and check the box to include Negro & Minor Leagues.
Negro Leagues and the Federal League (1914 & 1915) are included with OOTP's minor league module. So if you start a historical game with minors, you'll get the following:
- Federal League appearing in 1914 (and then discontinuing after 1915)
- The Texas League starting 1919
- Negro Leagues starting in 1920 (I believe they disappear after 1950)
- The Pacific Coast League in 1921
- International League in 1927
- many more minor leagues as the years go by...
Best recommendation is to start a test game in the late 1910's and just let it run, see how the leagues are added, how things evolve and develop, etc., before you totally immerse yourself in a game.
