I think at one point there was talk of having an in-game feature where you specify the dates of when to use certain alternate jerseys. For example, if you wanted your team to where a specific jersey for Memorial Day weekend in the US, you could set the dates for that.
I believe what you are seeing in Uniform Maker was in anticipation of that feature...
