I have found bonhoffer that the Owner can be pretty nebulous about exactly what constitutes meeting a goal. This is why many players don't care for enabling the Owner Goals when starting a season.
Even when you agree with a request, let's say you both know the 1st baseman needs to be upgraded, it probably won't be on your terms- and that can be very irritating.
I would suggest trying without the option at least some of the time, particularly if you are really going to be serious and put a lot of time into a play-through. It will help lower your blood pressure!
