Understood on time being an issue because of work.
I control all promotions and demotions for my minor leagues. It sounds like a lot but if you have a system it's really not.
I like to....
1. Always use the "ratings relative to" to evaluate per level.
2. I use the "organization>minor league" tab to do my evaluations and start
with AAA
3. set "ratings relative to" to AAA. You now see how your scout evaluates
everyone in your organization compared to AAA. From here I look at my
AAA players and if they are advanced enough to be MLB players, or if
any of my AA players are ready to advance to AAA. If AA players are ready
to move up there may be some AAA players that need to be released.
These promotion/release decisions are based on ratings and performance (stats), with consideration to age and pro years.
4. Rinse and repeat using "ratings relative to AA" and do the same evaluation for
AA and A+ players.
5. Now do the above for A+ and A players using "relative to A+, then A
and Rookie ball with, "relative to A", and finally I use "relative to Rookie" to
see if any of my complex players are ready to move up to R ball.
I do this just before spring training and at the end of ST. When the new season starts I wait 2 months, ie May 1st and do it all again. I then do it on the first of each month as the season progresses. It takes about a half hour to do this monthly. Most months I'm looking at 1 or 2 players per level that show enough to even consider a move. Some months may take an hour if there are a large number of players that are close and take more time to as I look at all players that I promote individually. Then there are months where it's easy to see nobody is going to ready.
This works well for me as a player that manages every inning of every game. It would probably work as well if I went to every other month, but, for me, "it ain't broke" so I'm not going to fix it.

If you don't play out your games but rather sim chunks at a time I would think this could still work. Just comes down to finding a time frame that works for you. Or you may look at my anal way of doing this and think, "yeah, I'm not doing all of that".
