How plausible would it be to create a tool/mod that increases the appearance rate of two-way players? If you can't change the players at creation, could you merge pitchers with hitters in a development league? Is it known how to read the players.dat file?

I want to create a league where two-way players are common, but I'm not sure how to do it save spending hours manually merging players in development leagues.
