Expansion team markets

Usually expansion teams start with a small market size , does it grow faster for expansion teams due to the fan loyalty modifier being so high early on? I'm trying to have all my expansion teams have the same start as my teams did at league creation(same budget for all teams after fantasy draft). I have tested a little and two of the expansion teams I set to have the same settings markets grew within 5 years. Basically for simplicity, I'm asking how long it takes normal expansion teams to catch up in market size without editing stuff.

Seeing you didn’t get a response, I’ll offer my perspective. First, expansion teams do not necessarily have to be small markets. I have a 2022 team in Charlotte, for example, that will draw fans from the “Research Triange” [Raleigh, Durham, Chapel Hill] as well as Fayetteville and parts of South Carolina and even Tennessee. The new franchise will cut into the Braves’ domination of the southeast outside Florida. Good. Raleigh has an NHL franchise, and Charlotte has the NBA and NFL. The new Stingers MLB franchise should have plenty of resources.

I also added the Buffalo Wings, in a town that has a (sort of) NFL franchise and a long NHL history. Not the regional size of Charlotte, and some resistance from Yankee and Mutts (and Pirates and Guardians) fans; but a solid base. Another new franchise with a shot at hitting the ground running.

I also moved the Pirates to New Orleans (now the Buccaneers) and the Rays to Montreal (the Moose). Whatever else one could say about the new locations, the teams are going to be better off. I gave them all new stadiums, covered in Montreal, the Big Easy, and Buffalo. I think they will be competitive financially.
