Not sure if it is the most challenging, but I started a 16 team fictional league and on the choose your team screen I looked at all 16 teams and compared their market size, fan interest and loyalty and choose the one with the worst combination of budget/demographics

I ended up choosing the Key West Bulls and I renamed them to the Bluesharks because their logo is an aqua and white color and Key West demands an oceanic name. They have a budget of 75,000,000 which is the lowest in the league.
Their market is 'small' and fan loyalty is 'average'
Fan interest was at '63'

However, the owner was listed as being 'generous' so I have a feeling he will allow me to go slightly over budget during the times I need to do so.
The team is spending just a little over 51,000,000 on the current salary and the roster is pretty bad with very little of worth in the minor leagues.
My best prospect is a 22 year old light hitting all glove second basemen who is poorly developed for his age.

Should be a pretty good challenge.

Fictional for me is a lot of fun because the game generates some pretty interesting players and it is fun to learn as you go about the different teams personalities and you begin to love/loathe certain players on your own roster and on other teams.
The generated rosters this year are 500% better in terms of making sense and making players come from nations that make sense.
But there are still a few dozen players from non traditional baseball nations that keep things interesting. I prefer it this way rather than have the entire league come from about a dozen nations.
The only 'oddball' I have on my roster is a MR from Mauritius with a really cool French-Creole name. He is 2.5 out of 3 stars so he should be decent enough to stick around but will probably not be a star. He is 26 years old so I should be able to keep him for a while. He is already an instant favorite.
