High-A vs. Low-A?

So I'm a Pirates fan and because of that, I'm almost exclusively the Pirates.

With that said, I know in real-life that the West Virginia Power, of the South Atlantic League, is our "Low" Single-A team and the Bradenton Maruders, of the Florida State League, is our "High" Single-A team. To put it simply, moving from West Virginia to Brandenton is seen as a promotion, not a lateral move.

But from everything I can tell about the game, it seems as if they treat promoting prospects between the two as a lateral move. For example, if I pull up my teams Minor League System Report, it will say potential players on West Virginia and Bradenton are "Ready for Double A" but never says a player in West Virginia is "Ready for High Single A". Can anyone confirm that the game doesn't distinguish between Low-A and High-A and if there is a way you can change it?

Only by making the leagues different levels. All leagues at a level are considered equal in the game. There is no such thing as High-A and Low-A.

What I do it set the Low A leagues to Short A and the Short A leagues to Rookie. Short A leagues do not have to have short schedules.

You may hear someone say something about setting the PCMs to reflect the differences in quality but that is an Urban Legend and has no effect.

No....well you CAN change the levels of leagues during the season, but I am not sure of the consequences (stats tabulations would be the only real bugaboo, I would think).
