Script/Program to do a kind of promotion and relegation?

It's pretty well established that being able to make a promotion and relegation system isn't going to be added to OOTP any time soon, if ever. However a lot of people have figure out a way to do it manually. I got to thinking it might be possible to make a program that does that part for you. You'd tell it "If a team finishes in X position in Y division of Z league, they get moved to A division of B league in the offseason." It could save some people some headaches I'd imagine.

Now I admit I can barely so much as make a 90s geocities looking webpage, let alone write software. I'm just spitballing here. Is it even feasible?

Probably not - at least not easily - since the game files aren't in an plain, easy-to-read format.
