Ratings vs Recommendations

Ok so to start I'm using low accuracy (maybe that's my main issue?) and the 2-8 system. During the amateur draft I'm asking the scouting director for recommendations and he keeps recommending people with low ratings but glowing scouting reports. I get that this might be because of the setting to low but shouldn't the report and his own ratings match a little bit?

Are the potential ratings also low?

Any kid coming out of the draft will have low actual ratings, it's the potential ratings that matter. The good scouting reports are the opinion of the scout that this particular player has the talent and tools to be a good major league player one day in the future.

The potentials are high (6-8) but the scouting director recommends people that are lower?

I'm not sure what the issue is here, Scouting is not an exact science, there is a certain margin of error, especially true since you are using Low accuracy. Then there is the possibility that your scout is right and the player in question is going to turn into something. The fact that the scout is recommending players that have a "Glowing scouting report" (You know the report that he himself wrote) should not be surprising, it tells me that that scouting is working exactly as it should.Potentials are a variable not a constant and defiantly not absolute.

I think the scout also takes into consideration signing bonus/budget for draft as well as positional depth throughout the organization.

So if you have a low draft budget, check out the contract demands/sign-ability of the higher rated players he is by passing a recommendation on.

Yeah but I feel like...they keep recommending people with glowing reports, that's great. But why are there people with better ratings as provided by the director out there that aren't even mentioned? Shouldn't their potential/reports be lower then the guys they're recommending?

There's more to it than just ratings. There issues of how difficult the player is to sign, and there's his personality. Your scout my be telling you to look past some guys with higher ratings because he doesn't believe the player will reach his potential given his personality. The guys he's recommending may have lower potentials, which as noted above are a variable not a constant, but the player is ready able and willing to sign with your team, and given the makeup of his personality more likely in the scout's opinion to reach his potential.
