Winter League Voting For League Rule Changes.

While I like the idea of League Evolution I never enable it because I do not like the random changes. It would be cooler if we had some sort of input.

Even if the league evolution occurs at the Winter Meetings (instead of the day after the World Series) would be a step in the right direction, for accuracy's sake.
