Will not trade

What circumstances cause the following message when attempting a trade?

I've just come across it for the first time, and I've never seen a team refuse outright to trade a player in this way.

Did Jurco join the Devils recently? That might be the refusal to trade a newly-acquired player, but I didn't think that actually generated a popup, it's normally a refusal during negotiations with an explanatory note.

He was acquired through waivers about 6 weeks ago.

Ah, that's why. We've got that restriction in place because we can't implement the actual rule yet - a player who's claimed via waivers has to be waived again before he can be traded by his new team. I'll see if we can make that popup a little more informative, it should give you an explanation.
