USHL penalty minutes seem off

Lots of players finish with pretty high PIM by end of season. I know jack hughes has gotten 100+ on a couple of my sims.

It's an issue with the stats generation in nonplayable leagues. First attempt at a fix didn't work out well, but I'll be trying something else soon.
