updated english.xml after each upgrade

So what happens as the community makes additions to english.xml file when the we upgrade to a newer version of ootpb?

I am sure the hard working devs make updates each upgrade. However we dont want to lose all the hard work we have made. How do we merge old additions with the new file??

Are new tokens being added each version? Can we get a list of new tokens (all tokens by version?)

Perhaps there can be city tokens so there can regional flair?

Ultimately doing text to speech is what I will require as my eyesight worsens as I age : (
