Amateur draft question

I'm curious with the defaults for the amateur draft - 60 rounds and a draft date of sometime in December.

While reading up on the history of the amateur draft, it usually is in June with 40 rounds.

Anyone know why the default is set for December and 60 rounds? Just curious and would like to know maybe if there is some other reason for this date.

Of the drafts I've gone through, I've never selected past the 4th round without letting the game complete the draft so it doesn't affect me much other than possibly filling out the minor leagues with players - assuming those 60 are populated in the minors. It would be an interesting feature to add a log at the end of the negotiation period to show what minor league team each of the drafted player has been assigned to.

I was curious about this as well while doing a historical league, and read this previous discussion about what may be the "why " to your question:

It looks like an important aspect to realize when changing to a June draft is to ensure that the start of your lowest level minor season's corresponding start date allows for your new draftees to get adequate playing time.
