Unable to hire staff to my MLB team from Independent Leagues

I find that Independent Leagues (e.g., PECOS, Atlantic) are more than capable of poaching my minor league coaches while they are under contact, which I accept is part of the game.

But I can not seem to hire Independent League coaches/staff to my team at any level (R, A, MLB). One area in particular is Team Trainer and Scout, which Independent Leagues seem to hold for their entire careers, it seems through renewing one year contracts.

I think the issue may be that a staff member might not want to move accept an offer with a new team within the first year of signing a contract, but the independent leagues operate primarily by continually signing the same person to a one year contract.

I have tried signing coaches/trainers/scouts at different times in the season and offseason without success.

There is a great trainer in the Atlantic Association who is making $1,200 I would gladly pay $500,000.
