Controlling all teams, free agents etc.

I've just finished a creating a 24-team fantasy league populated by around 900 of my favorite historical major league players. I'm using the Control All Teams option. It's January 1st and all of the teams are pretty much set, except for a few spots here and there plus minor league depth. When controlling all teams, how do I sign free agents for the different teams, hire personnel for vacant jobs, offer extensions, etc.?
