Budget
In year 2027 with the free agency period just starting. Not one team has more than $5M in budget space.

What are the options to prevent this from happening this extreme? Any settings I can adjust?

They lack budget space because they sent offers to free agents. If they had more money they'd just send more offers. The solution is to wait a week or two for some of the offers to be rebuffed so the money gets back into the budget.
