Is there a way to change the logos and/or uniforms for these teams?

I'm not sure how to customize all-star uniforms, but you can customize the all-star logos.
The discussion on how to do that begins in post #6 in this thread from a few years ago. How Do You Install All-Star Team Custom Logos Into the Game?
