Constantly have to click a button several times

I'm not sure how to properly explain this, but I've owned OOTP 25 for both my MAC and now PC.
And in both, when I click on options within the menu, the menu will flash then disappear. I have to click it at least 3 times before the menu will stay.
It doesn't always happen, but happens more than it doesn't.
And exporting for my online league, I have to click File > Online League 3 times before the sub-menu of Online League stays put so I can click "Export...". This happens 100% of the time. There isn't ever a time where I only have to click Online League once.

I googled this issue and I saw an option to change/enable "click to open" in the preferences.
The problem is, this option does not exist in game. I click on Settings and it's nowhere to be found.

This whole thing is really annoying and it's getting worse.
