International Amateurs FAs

Ok, so I thought I knew how this works, but I think I am missing something. Can someone help educate me, or point me to the right place to look?

(Our online league is on V18, but I think this applies to several versions)

- I have never seen the International Amateur FA tab under Free Agency contain anyone. Is there a setting for this?
- I assume the Int Amateur cap on your Front Office:Pllayer Dev screen is used for this feature which I am guessing is turned off for my league.
- Is the Intl Amateur budget used for this same feature?

What I have noticed in our league is amateur FA's just automatically are signed. We dont use scouts, so what drives this. Are these random or driven by the budget?

These are the July 2nd IFAs. There should be a setting in the player option area where it allows how many scouting discoveries to toggle this setting on and off.
